Basic function to execute median filter.

This function calls the following OpenCL kernels:

  1. CLFillBorderKernel (executed if border_mode == CONSTANT or border_mode == REPLICATE)
  2. CLMedian3x3Kernel

This function is deprecated and is intended to be removed in 21.05 release
